Association Formed

It was with these ideas in mind that a dozen residents of the Western District decided to form the Western District Association, Its aim could be summarized simply as mal ing the Western District out ide roads area a more desirable residential neighbourhood for foreigners. The main objects of the association were:—Stopping the extension of factories and undesirable work shops in the district; putting an end to nuisances like the beggar: villages and squatter settlements, which were springing up in the open fields between Tunsin and Hungjao Roads, particularly at the corner of Amherst Avenue and Haig; promoting sanitation, sewers, metalling of the road, extending foot paths to the outside roads, etc; later on, when conditions returned to normal, to influence the Chinese Land Bureau to-speed up what had long been a sore point, the issuance of the new style title deeds; and to bring the desires of the residents, who were not entitled to vote, to the attention of the municipal authorities.

Mr. N. L. Sparke, who presided at the meeting, made a short speech introducing Dr. Noelting, and the main speaker's talk, which was warmly applauded, was followed by a general discussion by the meeting on questions affecting residents of the Western areas.
