Agreement Dismembering — Czech State Denounced

Brussels, Oct. 20.

A resolution declaring that the Munich Agreement was not consonent with the idea of an international n suggested by President Roovelt, was adopted unanimously. by the Executive Committee of the Second International, at its final meeting here last night.

The motion criticized the Agreement for having been elaborated without the consultation of experts and hastily, and for not having heard Czechoslovakia's say in the matter: The agreement provided for.the swift entry of German troops into Czech territory, and gave up the main Czech fortifications to Germany.

The Agreement constituted an approval of the "Diktat" admitted the military, economic, and moral weakness of the European democracies, and thus increased the risks of war.

The resolution appealed to all the parties affiliated with the Second International to make an effort towards clarity and frankness, It appealed to all nations to adhere to their engagements, to repudiate or denounce those that they are determined not to fulfil, but to carry out the remainder to the letter. This is the only way to re-establish morality and loyalty in international relations, it said.

The resolution concluded, with an appeal in favour of Republican Spain.—Havas.
