San Francisco, Aug. 10.

The pressures of war have shown England the dangers of turmoil in India and have spurred British opi ion to a settlement of the issue, adds, The "Boston Herald," commenting on the British proposals made in Parliament and by the Viceroy of India declares the offer is an effort to persuade Mahatma Gandhi and his followers to want a British victory; the Indian problem is one of the most complicated the British have ever faced. Their gesture towards India will be applauded in the United States, the newspaper adds.—Reuter.
