No Legal Basis

Their action and discussions can only be academic, but it is, nevertheless, a spectacular demonstration.

The legal position is that the Premier, M. Daladier, must summon Parliament if he is requested to do so by two-thirds of the members.

The Socialists are obviously, not confident of obtaining the support of two thirds of the Deputies and, therefore, are making this gesture.

The Socialists have long been clamouring for the summoning of Parliament, but M. Daladier has remained non-committal and has declined to fix a date, although December 13 has been mentioned as probable.

M. Daladier does not wish to be hampered by Parliamentary debates until he has seen how the financial Decree Laws are working.

He must, however, summon Parliament before the end of the year for the Budget debate.—Reuter.
