To prevent further terrorist acts that may be repeated by employees of the Greater Shanghai City Government, Mayor Fu Hsiao-en, who was fired upon recently, has issued an order requiring all officials and other employees of his administration toj furnish four "personal guarantees" each, according to Chinese reports, Each employee is to ask four persons to guarantee his good conduct otherwise he or she will be dismissed. The new order has been issued in} consideration of the possibility of the repetition of the attempted assassination. At first, only one guarantor was required for each employee but since the guarantor of the would-be assassin had fled before the crime was committed the Mayor has issued the new order, it is stated.
In the event of the, guaránteed person being involved in a crime, all his four guarantors will be punished.
