Chungking, Dec. 29.
'A new regulation has been promulgated, by the Central Government, since the loss of Canton and Hankow, permitting the exportation of certain goods from those areas in China not occupied by Japanese troops, without the necessity of exporters first obtaining foreign exchange permits from Government banks, Reuter is authoritatively informed.
The goods thus exempted, it is learned, consist of products of minor importance and those very difficult to control and largely produced in the coastal regions, which are beyond the authority of the Central Government.
The total annual value of these exports is estimated to yield not more than $5,000,000 annually. This, it is emphasized, does not mean that the principle of controlling foreign exchange has been abandoned, which is a necessary measure to be enforced by every country during time of war, but merely that the cost of continuing to enforce these regulations is, at present, not justified in view of its small importance in this connection.
