death occurred today of Cardinal Giulio Serafini, a member of the Curia Romano, which carries on the central administration of the Roman' Catholic Church—Cardinal 1—A law concerning education which makes extensive concessions to the various minorities. Under the terms of this law the number of German, Hungarian, Polish and Ruthenian schools will be increased considerably, whilst the entire programme of education will be reorg ganized and the control of the schools be entrusted to the minorities themselves.
2—A law regarding functionaries of all categories under which each minority will be able to claim a number of administrative zlppointments proportionate to its numerical strength, This the Germans, who form 22 per cent. of the total population, would be entitled to 22 per cent. of all posts in the administration.
