Separate Diets

3—A law concerning the creation of separate diets for the four provinces_ Bohemia, Moravia-Silesia, Slovakia and Carpathian Ruthenia. All these provinces would be granted a wide degree of autonomy. According to the paper this last law is a veritable work of art from the viewpoint of constitutional law. While completely safeguarding all rights of the Czech republic: as regards defence, foreign affairs, and finance, it concedes the minorities a degree of autonomy which, in the paper's opinion should go far towards satis fying their demands.

The paper, however, at the same time expresses doubts whether the latter will be the case. It is stated that: the Premier, Dr. Hodza, has already communicated the tenor of the new statute to the representatives of the minorities. The Hungarians. led by M, Esterhazy, declared it to be unacceptable, whilst the Poles under the leadership of Min. Wolf and Jung, have not given a definite reply yet. As for the Sudeten German party represented by Herr Kundt, the paper asserts that it presented counter-proposals ' which the pap describes as a "judicial monstrosi According to the paper the aim of these proposals is to make of the Sudeten German area a "state within a state," or in other words to create a "totalitarian state within a democratic one." The head of this totalitarian state would be an ex officio member of the Czech Cabinet and of the national defence committee and would have the right of vetoing all decisions of the Cabinet.
