Senator Pittman invited Senators to submit amendments to the shipping section of the Neutrality Act to enable study before presentation of his own programme.
Throwing partisan questions aside, Senator Robert A. Taft, possible Republican presidential candidate in 1940, yesterday announced his support of President Roosevelt's neutrality programme and called for the repeal of the arms embargo provisions of the present Neutrality Act.
Senator. Taft said the embargo provisions "discriminate against Britain and France and any other peaceful nation."
"We have a greater moral obligation to; remove that discrimination," Senator Taft told the Senate, "than any. moral obligation to Hitler to maintain it simply because it happened to ko in effect at the beginning of tne European war, which Hitler started."
