"There was drawn to our atiention a question raised by the Commissioner of Police in regard to the perted of qualification for marriage benellts of married Russians transferred from the Police Reserve into the permanent establishment as Proba tionary Sergeants in Section I. We are not at present prepared to make any recommendation in regard this point, and we recommend that the question be reviewed in the spring of 1043.
