Councit has decided that the Temporary High Cost of Living Allowance of 65 per cent. of monthly pay exclusive assessed allowances, with a minimum allowance of $16 per mensem, which came into effect from May 1, 1940, be increased to 85 per cent. with a minimum allowance of $20 per mensem with effect from October 1, 1940, The estimated cost of the increase in a full year is ap~ proximately two million dollars. The basic price on which Rice Allowance to the Chinese Staff is computed will be raised from $42 per picul to $47 per picul effective from the same date.
