Reliable indications thus far have indicated that the manœuvres will be held in the Pacific, where the major portion ofthe Fleet is now concen-rated. Observers point out that the [Pacific would be the logical place for the manceuvres this year since they were held in the Atlantic and Caribbean last year.
The outbreak of the European war, however, has brought another factor into the picture and some unofficial quarters here predict the annual manœuvres may be held in the Atlantic, The Navy Department yesterday refused to comment on these predictions and indicated that the exact site of the war games has actually not yet been definitely decided.
The possibility of manceuvres in the Atlantic is still strictly speculative, end naval experts would be surprised if the Fleet is withdrawn from the Pacific even for brief war games.
