Strong Action

"When asked whether strong action meant that the Jepanese naval landing force might have to take over control of the rest of the Inter-motional Settlement, south of Soochow Creek, the spokesman intimated that there might be such a possibility, though he could not give any definite reply.

"These crimes have been taking place actually in the International Settlement mostly," Captain Mizuno concluded, "but the assassins may be taking refuge in the French Concession, though at present we do not know that for certain. But it is certain that even in former times of peace, the French Concession was hotbed of plotters, murderers, and political refugees. They came there to hide, from every part of the country." A An impossible situation, which cannot be allowed to be continued, seems to exist now in the Shanghai dey or so."
