Attack By Communists

A. combined attack by Chinese Communists, led by Gen, Chu Teh, with headquarters in the Tahsing mountains, on the Shansi and Honan border, and Chinese Central troops, under Gen. Hu Tsung-nan, upon Japan forces guarding the Tungpu railway extending southward across Shansi from Tatung to Puchow, was also claimed to have failed.

An attempt to recapture Paotow, terminus of the Suiyuan railway, by forces.under Gen. Men Ping-yao and Gen. Ho Chu-kuo was forestalled when Japanese troops took the initiative and occupied Anpeh, 60 kilometres north-west of Paotow, another dispatch asserted.

Local military observers, analyzing the motives behind the "April Offensive," saw a dual purpose of the Kuomintang regime. One, they said was to obtain assistance from nations supporting the Chungking regime, and, the second, was to gain a bargaining point in the peace negotiations which the Chinese authorities apparently thought were imminent.

The failure of the concerted attack, they said, could be traced to the poor morale of the Chinese rank and file, coupled with the "perfunctory" dispatch of forces by various generals, who only partially obeyed the orders of Gen. Chiang Kai-shek, because of their desire to keep intact their men so as to safeguard their positions. Domei.
