Washington, Apr. 25.
A Bill to increase domestic cotton consumption was introduced in the House of Representatives today by Representative Hampton Pitis Fulmer, Democrat of South Carolina, The Bill aims to increase consumption by taxing pulp products not containing a fixed percentage of cotton fibre.
The tax would apply to newsprint and paper board containing less than five per cent. cotton fibre, other paper containing less than ten per cent. and rayon, cellophane and plastic containing less than fifteen per cent. Surplus cotton would be made available to pulp processors at six cents per pound, with the Government absorbing the loss.
The new cotton subsidy plan will probably be taken up on Friday by the Senate Appropriations Sub-Committee, according to, a statement made today by Serstor Bankhead, Democrat of Alabama. Senator Bankhead is of the opinion that two three days will be necessary to work out the details of the plan—
