To Congress

Washington, May 10.

President Roosevelt submitted his second comprehensive plan to realign governmental agencies to Congress yesterday under the terms of the Government Reorganization Bill pass-several weeks ago.

The President said his new reorganization would save the Federal Government $1,250,000 annually. The outstanding feature of the plan is that it abolishes the National Bituminous Coal Commission, whose functions will be transferred to the Department of Interior, The President's message to Congress said this would be the last reorganization plan to be presented during the current session of Congress. He said he was planning a third reorganization drive early next year, however.

The plan transfers the Bureau of Insular Affairs from the War Department to the Department of Interior. The Inland Waterways Commission, is transferred to the Department of Commerce.

The plan also abolishes the National Emergency Council and incorporates its functions mainly in White House executives.—United Press.
