The refugees arriving in Shanghai yesterday were ell in possession of the special landing permits issued by the Shanghai Municipal Council and officers attached to the S.M.P. met the steamer to see that all those landing here had the required papers.

This brings the total number of refugees to have arrived here after the enforcement of these restrictions, te about 150 persons and it is anticipated that similar batches will arrive on each incoming Italian steamer.

The restrictions on emigration, it will be recalled. were put in force at request of the Japanese authorities in whose opinion arees North of the Creek did not, any longer, afford the necessary accommodation facilities for intending emigrants.

All emigration was thereupon barred for. some time until a set of rules and regulations governing future arrivals had been worked out by a committee composed of representatives of the Shanghai Municipal Council, the French Consulate-General, the Japanese Consulate-General and the Jewish Refugee Committee.

Under these rules, certain financial jand other evidence has to be submitted before the required landing permit is issued entitling the beneficiary to reside south of Soochow Creek.
