To Be Adopted

Mr. Wang Ching-wei on Future of New Regime In China.

Tsingtao, Jan..25.

The new Central Government of China, when formed, would "adopt" the constitution of General Chiang Kai-shek's regime, to avoid the possibility of trouble. in obtaining recognition, stated Mr. Wang Ching: wei in his opening address at the Tsingtao conference.

(here are two courses open to us," he stated. "The first is to form an entirely new constitution, which would be in the nature of a revolution, but which we shall not do. If we overthrow the present system, we shall have trouble. We must adopt ard change it slightly and remedy weak points, "It is too early to say, where the capital will be; neither has the allocation of posts been. discussed."

In a statement to Reuter today, Mr. Wang Ching-wei declared: "This conference is just a preparation for the forthcoming Central Political Council meeting Mr, Wang Keh-min (head of the 'Provisional Government' of Peiping) and Mr. Liang Hun-chih (head of the 'Reformed Government' of Nanking) and myself met'here to prepare the ground for that meeting, the first session of which will probably be held in Shanghai next month.

"The Government we are forming will follow the.old method.
