Oil Supplies to Be Gained — If U.S. Sets Embargo

Tokyo, Feb. 2.

Japanese businessmen today claimed that an understanding had been reached between Rumania and Japan for a barter exchange of their products, thus giving Japan access to valuable oil and gasoline, the supply of which might be cut off from the United States if America places an embargo against Japan.

Negotiations had been underway between the two countries since last year, Japanese business circles said.
