Soviet Envoy Calls

London, June 13.

With a view to discussing the visit io be paid Moscow by Mr, William Strang, special representative of the briton Government, Soviet Ambassador Ivan Maisky will call at the Foreign Office at 10.30 am. today. He will confer with the Foreign Secretary, Lord Halfax.

'A similar meeting took place yesterday morning and, it was understood, M. Maisky was then told that Mr. Strang was carrying "elastic instructions" for a settlement of the Baltic guarantees problem.

The problem arises from Russia's express desire to have British and France guarantee Esthonia, Finland and Latvia against aggression whether they want the pledges or not. Britain is opposed to such forthright action, wishifig to leave the small nations free.
