New U.S. Congress Cuts Relief Bill

JANUARY — President Roosevelt's Warning Ignored Over W.P.A. Deficiencies

Washington, Jan. 27.

President Roosevelt suffered his second serious defeat in the new Congress today when a Febellious coalition of conservative Democrats and new Republican Senators defeated an administration amendment to the Works Progress Administration deficiency appropriation bill by the close vote of 46 to 47.

The amendment would have provided an $875,000,000 deficiency appropriation for the W.P.A. as recommended by the President instead of a $75,000,000 appropriation recommended by the Senate Appropriations Committee and approved recently by the House of Representatives.

The amendment, which was defeated by one of the closest votes in the history of the Senate, carried the President's personal recommendations, but fell victim to the economy drive which conservative Democrats, under the leadership of the Vice President, Mr. John Garner, and new Republican Congressmen, have launched in both houses of Congress.
