Municipal Advocate of the Shanghai Municipal Council in his annual report to the Council states that 102,951 cases were prosecuted in the Shanghai First Special Area District Court and the Kiangsu High Court, Second Branch, during 1938, as compared with 94,068 cases in 1937. Out of the total number of cases pro-secured 1g 1938, 86,810 were administrative cases, and 16,141 were criminal cases.
Out of the total number of administrative cases brought to trial, 1c1575 persons failed to appear and heir ball was confiscated, and 164 were withdrawn, as compared with 0.678 cases in which bail was confiscated and 494 cases withdrawn in 1837. A total of 25071 administrative cases was prosecuted to completion, fent of which number 25,058. persons were convicted and 13 acquitted; 1,052 Jeriminal eases were withdrawn and 15,089 were prosecuted to completion.
