S.M.C. Chairman Stresses Lack of Ca-operation In Fight to Make Westerm Area Normal Again Shanghai, Feb. 13. view of a statement in the press that a spokesman of the Japanese Embassy at a recent conference confirmed reports that a complaint has been lodged with the Shanghai Municipal Council by the Japanese Consul-General in reference to recent acts of terrorism, it is considered that ratepayers to whom the Council is responsible should be informed precisely as to the attitude adopted by the Chairman of the Council on the occasion of the interview referred to.
While stating that the Council deplored the recent terrorist outrages as greatly as did the Japanese authorities, the Chairman refused to admit that there had been any failure on the part of the Shanghai Muncipal Police to take precautions.
He stated that while the Council was ready, as always, to welcome and consider any constructive suggestions, it appeared from the reports that had been received that all practicable steps had been taken by the Police, As an example of their vigilance he informed the Japanese Consul-General' that during the first eight days of February the police had arrested 144 armed criminals and seized eighteen pistols.
The Chairman proceeded to emphasize that It was impossible for the police satisfactorily to cope with ter Forlst outrages unless greater cooperation was received from the Sopanese authorities in cleaning up the areas adjacent to the extras Settlement roads. In the enclaves adjacent to these roads and outside the Council's jurisdiction there existed over twenty gambling dens, and there were known to exist no' less than eighteen opium hongs. Tt is further Jaown that a large number of these establishments are' operating under Japanese protection.
The inevitable result is that these reas have become the headquarters of criminal gangs which operate from these areas and, after committing out~ rages In the Seitlement or on Council ronds, escape back to these areas. It definitely established by police reports thay there have been at Toast two Tnrge and dangerous gangs to whose activities a number of outrages: that have occurred have definitely been traced by scientific police methods. One. of these eangs was broken up by the Municipal Police in Fah Wah Vitinge, but two of the ringleaders subsequently escaped from the cuss tody of the Japanese-supervised Shanghai Special City Government Attack on Western Police Station Shanghai, Feb. 11.
