The whole question of policing, roads, taxation and other civic matters in the "outside roads" area is still before the Consular Body, Mr. G. Godfrey Phillips, Secretary and Commissioner-General of the Shanghai Municipal Council, has reiterated that the S.M.C. does not intend to surrender any of its rights in the western district, for whose development the Council has done so much over a period of years, In reply to a question about "protests" said to have been submitted to the Municipal Council by Mr. Fu Siao-en, head of the "Special Municipality." and the Japanese Gendarmerie, Mr, Phillips stated late yesterday afternoon that no such documents had been received.

According to Domei, contending that the Shanghai Municipal Police had infringed upon territory under the jurisdiction of the Special Municipality of Shanghai when it engaged in a gun battle with Chinese living at 1081 Jessfield Road early on Sunday morning, Mayor Fu Siao-en on Sunday night decided to lodge a vigorous protest with the Municipal Council local Japanese newspapers reported yesterday.

The protest would also point out that the Shanghai Municipal Police went into action against premises situated outside its jurisdiction w out previously notifying the Special Municipality of Shanghai, while this activity had resulted in the death of two Chinese and the wounding of three others. The Japanese Military Police, the "Tairiku Shimpo" said, would also make representations to the Council.
