The new division, embracing the Hongkew, Kashing, and Dixwell Road police precinets in the northern part fof the International Settlement, will be created under the terms of an agreement concluded on March 1 between Mr. C. S, Franklin, outgoing chairman of the Shanghai Municipal Council, and Mr, Yoshiaki Miura, Japanese Consul-General, Mr. Furuya, who is 37 years old, graduated from the Tokyo Imperial University. He joined the Ministry of the Inierior, serving successively various capacities in Tochigi, Yamagata, Miyagi, and Kumamoto Profectur An officer on the reserve list, he is known as a jiusjitsu expert and an ardent sportsman—Domel.
