Sm~May I suggest, through the medium of your columns, that facllities be made available 16 enable the Investor to purchase British War Sock and War Savings Certificates; Sij—As the European War pro-grosses," and specially since the commencement of the Norwegian campaign, it has become apparent that the Democracies will need all their available man-power to defeat Germany, In Great Britain and France new daises of men are being called up daily, and even those not physically fit are being taken into the services, In the Spanish Civil War and in other lesser conflicts the belligerents resorted to the method of enlisting volunteers in neutral countries, and we have also seen this happen in Finland. It is therefore practically incomprehensible to] see why the Allies, who are fighting. for their existence as well as for the principles of democracy and all that it stands for, have not yet used. this potential soiree of man-power.
Tt has often been' suggested that the means of reaching England or France should be placed at the disposal of those foreigners willing to enlist, and that the actual enlisting should take place in these countries, This method should work well for all parties concerned, It would provide the Democracies with volunteers, who are generally admitted to be better and more courageous than conscripted men, The thought of fighting for liberty would attract] large numbers of unmarried men from neutral countries who would fight with body and soul for the Rights of Man, thus the Democracies could put to use the universal sympathy which undoubtedly is with them, The cost of transportation, as arranged by the Government, would bbe insignificant as compared to the services which these volunteers could render, In Shanghai the French authorities, always noted for their realistic tendencies, have, as far as could be ascertained, enlisted some refugee volunteers' who have been sent Shang!
'There must be many people here, not only British, who, given thi facility, would be only' too glad to lake advantage of It, and thereby feel that they were doing something assist the democracies in their fight for the freedom of nations.
'The Central British War Fund is receiving a great deal of support, as rightly" should, but there are many. people who, while not able to tive their money,' would be only too willing to lend it! to the Government help the cause for which the Alles are fighting, and it is. for Tocal organization would ial appeal, Both inva ments were designed to include the small investor, and, T think, would readily subscribed to facilities were available, 01 hears people express the desire do something to assist the war effort, trid this, would give them a satisty-Ing opportunity, It would seem to be not a matter: of very great difficulty for one of the banks, oF possibly. the Chamber of Commerce, to start the ball roll Ing, and I feel confident that it would produce gratifying results
