Persona] care of Mr. end. Mrs. R. O. Scott Mr. and Mrs. A. W. Horton That relations between Finland, and Russia are rapidly worsening is evidenced by the circulation of reports of Finnish aggression along the border between the two countries and the denunciation of the non-aggression pact between the two countries. The technique is familiar, and now recognized as part, and parcel of the power diplomacy which Herr Hitler designed, and which, contrary to his expectations, if not his wishes, eventually has led him into war. If Russia's behaviour brings about the same sad state of affairs it is clearly because the Soviet is more than willing to attack a smaller and weaker neighbour if the latter is obstinate enough not to yield to all and every demand which the Soviet might care to make and should the world in the near future witness the onslaught on a small nation by an overwhelmingly powerful one it should be no cause for surprise. M. Stalin is following in the footsteps of him who was once his ideological enemy but now apparently his friend. Seeking to secure better protection of the Gulf of Kronstadt as part of the general scheme to predominate in the Baltic, he commenced with the usual formulation of demands, most o. which Finland has shown a readiness to accept. It could not accept all, and frankly said so, whereupon the massing of Soviet troops close to the Finnish border was the first overt sign of the pressure which was to be exerted. The Finns, by no means dismayed, made their own preparations to resist, evacuating the civilian populations from the cities most likely to be attacked, and stationing their forces along their boundaries in a manner which is proper for any threatened nation to adopt. Now has come the denunciation of the nonaggression pact, not legally and in accordance with the terms of that document which requires that six months notice shall be given, but illegally with a denunciation which is to take immediate effect. From that point to actual warfare is a very small step indeed, and it may not be many days before the Finns may be called upon to fight in defence of their country against a powerful, and, it may with justice be said, a treacherous enemy.
