Oil Programme

Russia has an enormous oil expansion programme in operation. Under a five-year plan adopted at the start of 1938 the planned goal for the petro-lenin industry in Russia is for a total net crude oil production of 48 500,000 tons, or about 1.000.000 barrels daily, in 1942. In 1940 the oil output in Russia was estimated at 224.000.000 barrels, or a little more than 670.000 daily, compared with 216,500,000 in 1939.

To carry out this programme, it is emphasized, it will be necessary to buy large quantities of oilfeld eauipment abroad With the United States pre-eminent in the manufacture of both oilfields and refining equipment, this country would be the natural source for such purchases. Only recently large shipmitnts of portable drilling rigs, roller bits, Diesel engines and pumps were shipped from New York to Vladivostok. In addition. Russia also has obtained bids here for heavy drilling rigs which would bout $10,000,000.
