Clarified Policy Urged

New York, Apr. 3.

The Foreign Policy Association in its monthly bulletin today urged that President Roosevelt and Congress get together and work out a joint agreement for effective United States foreign policy.

The bulletin suggested that this end be achieved through ce-operation and compromise between the President and Congress and that the public be informed of the policy and educated as to its necessity.

Present criticism of the policy by Congress, the bulletin said, was force ing the Administration into secret diplomatic relations. The secrecy. the bulletin pointed out, might result in serious consequences—United Press.
