This position is largely due to a revision last year in the basis of remuneration for the Municipal A vocate. The question of the revised basis was raised and referred by the Special Municipal Economy Committee to its Terms of Service Sub-Committee who upheld the action the Council had taken in this matter. The pay and allowances appropriations also cover the increases in high cost of living and rice allowances recently authorized and provide for normal pay increments in accordance with the grading scales. Tt will be noted from the comparative statement that the increase in temporary bonus for Chinese personnel absorbs $95,190 of the total comparative increase shown under pay and allowances at $182,820.
