London, Mar. 18.
A Soviet Note was handed to the Yugoslavian Government last week and was responsible for Yugoslavia's hesitation to conclude an agreement with Germany, according to reports in Ankara, quoted by the correspondent of the "Daily Telegraph" in the Turkish capital.
The contents of the Note were reported to be as follows:
Do not join the Axis Tripartite Pact because it means war in the Balkans.
"2. It Yugoslavia is attacked, Russia will give military, technical and financial help, military help consisting of planes; and "3, In any case, communicate to Russia at least 48 hours in advance the decision you are takin, These three points were said to have been communicated to the Turkish Government, and presumably also to Greece.—Reuter.
