Hostile Acts

"Moreover," he cetinned, "there has been a recent tendency where hostile acts against the Japanese have increased in these two areas. It is difficult to understand why the Concession and Settlement authorities, who at the time when the Japanese and Chinese forces were fighting on the outskirts of the city, sedulously proclaimed their neutrality, should rise in the defence of the Kuomintang army and the Kuomintang regime when the Chinese forees have fled far inland.
