French Authorities Said Italian Club Yesterday To Have Give Permisston For Display on Holidays "Reformed Government" officials were incensed over the reported permission granted by the French Concession authorities for displays of Nationalist regime flags in eight holidays during the year, the "Shanghai Mainichi" reported under a banner headline yesterday. 5 "Despite the fact that the white sun in blue sky flags of the Kuomintang should be completely obliterated from the face of the earth as the Kuomintang Government has retreated into a mountain fastness of innermost China, the French Con-fug a very weak-kneed attitude ion authorities have been show-

toward, Chungking, which lodged a strong protest over the recent incident in the French Concession when Nationalist flags.were banned by the French police," the "Mainichi" said.

"It now transpires that the French Concession authorities are ready to allow the raising of the white sun in blue sky flags on eight days in the year. This new trend in French Concession politics is being regarded by 'Reformed Government' quarters as an act of bad faith toward Nanking.

"This act on the part of the French authorities means that they spurn the earnest requests repeatedly made by Nanking with a sincere attitude concerning the flag question.

"Reformed Government" circles were viewing the attitude of the French Concession authorities with much apprehension, the paper said, Once having forbidden displays of Nationalist flags on the ground that they were likely to disturb peace and order in the Concession, the authorities changed their attitude and took steps to give implicit permission to fly the flags, the paper pointed out. These actions of the Concession authorities were difficult to understand, "Reformed Government" officials said.

The daily said the Settlement was "dressed Japanese colours" on May Kuomintang' flags flying and glaring anti-Japanese slogans displayed on posters and placards in the Settlement, The worst anti-Japanese action took the form of newspaper editorials, the journal stated, two Chinese language papers protesting against the request made recently by Mr. Yoshiaki Miura, Japanese Consul-General, in connection with the Settlement peace and order question.

To celebrate Gen. Franco's final victories and the liberation of Spain, a considerable portion of Shanghai's Spanish community gathered at the Church of Christ, 235 Rue Bourgeat, at 10 o'clock yesterday morning. After Mass had been said by Father Mayoral, the Rev. Father Crubias delivered a short sermon in which he gave thanks for Gen. Franco's successful campaign and expressed the belief that conditions in Spain will be much improved. A Te Deum, sung by Father Cy Sierra, concluded the ceremony.

Members of the local Spanish Falangi, an organization pledged to the support of Gen. Franco, then proceeded to the Italian Club at 285 Rue Maresca, where, dressed in organization's official uniforms of red and blue, they received members of the Spanish community.

When Mr. C. Rubio, local chief of the Spanish Falangi arrived at the club accompanied by leaders of the cere-many which took place at the church, the 39 members of the organization stood at attention at the entrance to the club and gave the Fascist salute. The Spanish national anthem was then played, after which a general reception took place Although the Falangi has existed unofficially for the last seven months, a member told a "North-China Daily News" reporter that yesterday marked the organization's official entrance into Shanghai society. May 2 was chosen as a suitable date for the occasion as it is the anniversary of Spain's liberation from the rule of Napoleon.
