A recent arrival to Shanghai from Harbin is Mr. N. L Karganov, who Shanghai branch of the Russian Fascist Union, In addition to Shanghai, Mr. Karganov has been in Dairen, Mukden and the city of Tiamusi, the near the Soviet border, where he acquainted himself with work among Russian youth. Mr. Karganov says that the position of emigration in Manchuria will not suffer the slightest change as s result of the talks at present being conducted between Japan and Manchoukuo on one side and the U.S.S.R. on the other. Recently a banquet was held, given by Gen. Hata the head of the Japanese Military Mission, for representatives of Russian emigration.
