Neutrals' Hope Rises Over U.S

MONDAY, FEBRUARY — Peace Efforts

Scandinavians and Dutch Eager to End War; Rome Sceptical Amsterdam, Feb. 11.

Although no official statement is made here regarding the mission in Europe of the American Under-Secretary of State, Mr. Sumner Welles, the press makes it clear that the Netherlands welcomes with pleasure, if not high hope, any steps of this kind.

The first official intimation of the movement reached the Government in a telegram from the Minister in Washington. It seems to have been a complete surprise. The telegram is being studied. It appears certain that no informal or diplomatic talks are yet started as far as Holland is concerned.

The "Rotterdamsche Courant" fears that Mr. Welles will be received with distrust in Germany and Italy owing to the sympathy with the Allies existing in America. The paper also considers a weak point the fact that the plan involves no contact with Finland and Russia.—Reuter,
