Secret Negotiations

There have been steady rumours in recent weeks that secret negotia-tons are taking place between the Communists in north China and the Japanese North China Army authorities. No confirmation of these rumours cen be obtained. But. when ther they are accurate or not, the external signs that one is able to perceive. in the attitude of both parties. warrant at least a suspicion that. where there is smoke there is fire. The complaints issuing forth from Chungking about the failure of the Communist forces in north China to give the slightest help to the hardly pressed Central Government armies in south Shansi. would appear to have considerable justification. For the last two months or more the Communist forces in north China. rever very active. have been completely quiescent. Not a train has teen Wrecked. not a single Japanese post attacked.
