Accidental Damage

Near Tunghu, in the central part of Nanchang, was an American residence; and on the face of the wall surrounding it was painted in large letters "Down with Japanese Imperialism." Since the occupation of the city by Japanese forces, this inscription was covered over with ink, It can be understood from the cumstances of the actual cases above that Japanese naval raft, in their raids on Chinese positions, might have caused accidental damage to American and other Third Power property located in the immediate vicinity of such property notwithstanding the utmost cere taken to avoid doing so.

The facts being as set forth above, the Japanese naval authorities, although making every effort to respect American property, request the American authorities to take suitable and effective measures to prevent the construction of military positions and other military establishments by the Chinese in proximity to American property, as well as their use of such property for militery purposes.
