London, Aug. 11. 'HE former President of the United States, Mr. Herbert Hoover, has already approached British authorities with the suggestion that large scale food relief be given continental Europe by the United States this winter, reliable British quarters said here last night.
It was understood that Mr.
Hoover recently sponsored inquiries in certain British quarters regarding the attitude the British Government would adopt in the event private United States interests undertook to attempt to feed needy continental populations if such humanitarian enterprises could be reconciled to the British blockade under a system of guarantees assuring that the food supplies would not reach Germany.
The known British view is that it would be almost impossible for an Outside organization to undertake the distribution of supplies to the needy in German-occupied territories without risking a proportion of them falling into German hands.
