In Favour of Move; Mr. Fish on "Interference"

Washington, Aug. 2. APAN'S latest pronouncements on foreign policy probably will increase United States Congressional sentiment in favour of the fortification of Guam Island, Mr. Ed V. Izac, Democratic Representative of California, told the United Press last night.

Mr. Izac, a member of the House Foreign Affairs Committee, said he believed the reorientation of Japan's foreign and domestic policies, as announced in Tokyo yesterday, had convinced the United States Congress and the American people of the "futility of appeasement toward the Japanese."

Congress hereafter will take a stronger attitude toward Japan, he said. Already there is a move in Congress to strengthen the defences of Guam Island this autumn or early next year, Mr. Izac recalled.

Tokyo's latest announcements concerning Japan's vision of a "greater East Asia" under Japanese domination, Mr. Izac said, will induce Congress to approve the necessary appropriations for the fortification of Guam.
