Communist Government Must Have Been Ready Before Invasion Began — SPECIAL TO THE "N.C.D.N."

London, Dec, 2, It is understood that' the new Finnish Government would be prepared to enter into relations with the Soviet Government on the basis of a military standstill, There is, however, no expectation in London that the Soviet Government, on its side, will take advantage of the spirit of accommodation shown by the new Government of M. Risto Ryti, the Premier, to bring the hostilities to an end, This view gains confirmation from the announcement on the Moscow radio of the formation of what purports to be another Finnish Government at Terijoki, This news is read here in the light of passages in the midnight broadcast on Wednesday by M. Viacheslav Molotov, in which the Soviet Foreign Commissar let it be understood that if Finnish policy were orientated in the direction desired by Moscow, the Soviet Government would be willing to allow the reunion of the Karelian population of the Soviet Union with the Karelians of Finland under what he was pleased to describe as "an independent Finnish Government,"

It has not been overlooked here that the Premier of the new and presumably "independent" Government, which has been formed at Terijoki, is M. Oho Kussimen, who was, for some years, Secretary of the Comintern, Reports received from the British Minister at Helsinki, Mr. Thomas Maitland Snow, indicate that the Finnish Government has at present no intention of evacuating the capital, and Mr, Snow is remaining at his post,—Reuter,
