"It must be realized that Japan's present aggression is only the con-Ainuation of her so-called Continental Policy as outlined in the. Tanaka Memorial. If, therefore, no effective cheek is put on her acts of aggression, world peace will Be seriously jeopardized. It is already a threat and danger to order and stability in the Orient, which will have far-teaching consequences on all parts of ihe. world, besides endangering the liberty and independence of China.
"We appeal, therefore, to civilized peoples of the world to condemn Japan as an aggressor for her unde-Faret war on China, with all atrocities to innocent civilians and noncombatants, for her ruthless and deliberate destruction of educational tua cultural institutions, and for her large scale damage to millions of dollars worth of property, Chinese and foreign.
"We appeal to you also to urge and work for speedy and effective measures to curb the unlawful invasion and violation of China's sovereign rights and territory; we further appeal to you for material assistance to alleviate the sufferings of thousands of innocent victims, wounded, IN and rendered homeless through the atrocities of the aggressor."—Central News.
"There is no other way in which the paradox of despotism can be terminated. In such a contest, neutrality would mean immorality,"
Japan's present military campaign in China is in violation of the' Nine-
Power Treaty and the Paris Pact, Dr. Butler stated, "The chief enemy of democratic institutions," he added, "..are the three military dictatorships of Japan, Germany and Italy. Wholly unprovoked, the carefully planned attack on China by the Japanese Army and Navy has everything characteristic of these dictatorships. The possibility of such an attack on China by the Japanese Government, under the control of a military dictatorship, was pointed out by Generalissimo Chiang Kai-shek in his recent public statement, Dri Butler, describing the presentation of the Tanaka Memorial to the Japanese Emperor a decade ago said, "It is an amazing memorial, outlining complete Japanese plans to anque China and neighbouring nations....It even suggested the possibility of a war arising between Japan and the United States,"
"There are those," Dr. Butler added, "who say the Tanaka Memorial was a hoax of Chinese origin. If so, the author is to be congratulated on having so quickly achieved eminence as a major prophet,"—United Press.
