Not Conscription

It has been the object of everyone connected with the administration of the work of registration to avoid any reference to "conscript tion," a word which was made a football of politics even in time of peace. There is actually no conscription of men for overseas service. Enlistment for the active service forces now overseas or to be sent abroad is entirely voluntary. Conscription is therefore in reality a misnomer for the mobile measure, that is as the word "c scription" is ordinarily used.
