Plans for Developing Trade in France Country Divided Into Many

Economic Regions

Vichy, Oct. 7.

The French Government is at present working on plans which would make possible the exchange of raw materials and manufactured products between the occupied and free zones of France.

The authorities have entrusted the it seventeenth economic region ("Free" France having recently been split up into economic regions) to make known what raw manufactured products are essential and are not obtainable in "free" France, so that a general permit of exchange with the occupied areas can be obtained from the German authorities following a period of negotiations.

Industrialists have been requested to submit-a list of materials and goods necessary to keep their plants running for three months. They will restrict themselves to mentioning types of merchandise which it is impossible to procure in free France. The industrialists will have to make plans to cover their eventual purchases by the exchange of an equal amount of their products.—]
