"The Yangtze may be opened before the establishment of the new Government in Central China," Mr, Suma said, "and no questions arise with regard to a necessity on the part of third Powers to recognize the new government before the Yangtze is actually reopened."

While the basic conditions under which the river will be reopened to international shipping are being exclusively dealt with by the Japanese Government, Mr, Suma continued, further minor matters, such as, for instance, the Pilot Regulations, may come under the jurisdiction of the new Nanking Government.

He emphasized, however, that the reopening of the Yangtze was not connected with the -establishmer ut of the new government and that the decision had been taken by the Japanese Government after a complete agreement on the question had been reached by the Army, Navy and Foreign Ministry authorities, as well as other ministries concerned with the question in one way or other.
