One way to find the money is to raise taxes on the general public,—which effects the return of a part of the notes to the Treasury. Another way is to recover money from all public or semi-public reserves, especially the banks, by requesting them to subscribe to Government Bonds.
In this way, bank notes are pumped out of the banks and are withdrawn from the public for the banks encouraged by the Government, turn to private firms and citizens to resell the bonds to which they have just subseribed.
In normal times, this dual current of money going in and out keeps the level of the "lake" at a relatively stable level. But as the China Incident drags on, it becomes more and more apparent that the flow of the "incoming river" has grown increasingly rapid, pouring more and more notes into circulation, while the outgoing river" withdrawing notes from circulation is growing slower.
