The constitutional act making Ad-rival Francois Darlan the Vice-Pro~ minier and successor to Marshal Philip-po Petain, the Chief of State, speclfies. that should Admiral Darlan be Unable to continue his ditties, his successor would be elected by the Coun-ell of Ministers, Until this appointment was made, the Council of Minis tors itself would carry: out the duties of the vice-Premier.
