Communist Trouble The National People's

Council is a body enabling representatives of all political groups in he country freely to exchange views cone ug the major problems confronting the nation.

Following the disbandment of the New 4th Army, it was believed that differences between the Kuomintang and the Communists might be amicably settled through frank dis-ions at the forthcoming meeting of the council.

Failure of the Communists to attend the session will not only indicate that they are unwilling to participate in an open discussion of their differences with the Kuomintang, thereby prolonging the deadlock, but will also mean that the Cor munists are not supporting the ry cause for which they have een agitating—establishment of a body in which all political groups may offer their views and participate in the government.

Chinese circles here, therefore, unanimously hope that the Communist leaders will reconsider their decision and attend the forthcoming sion of the council
