Saigon, Feb. 27.
With informed quarters accusing Japan of adopting an unneutral stand in the Tokyo negotiations and public opinion growing bitter against Japan's compromise proposal in favour of Thailand, French authorities today took defensive steps.
The, Mayor of Saigon, today issued an official appeal to all able-bodied men not connected with the army already to join immediately the special Civil Defence Corps because of the present uncertain situation, The appeal was addressed both to Frenchmen and natives Press.
