"The Japanese only recently have begun to promote cultural relations with Latin America, It is obvious that the peoples of Latin America would not take kindly to Japanese ideas of racial and cultural superiority. - In this connection a sample of recent Japanese propaganda designed for Latin American consumption is interesting, While the Japanese keep telling us that we do not "understand" their aims and are not ce-operative, the Japanese have recently discovered that their culture is very similar to Spanish culture and that only Japan and Spain possess the best things in civilization.
