Army, Navy Chiefs Confer at White House U.S. Defences May Be Greatly Strengthened

Washington, May 11.

IDENT Roosevelt told a press conference last night that he saw no change "with respect to the possibilities of the United States keeping out of war."

While the situation spoke for itself, the President said, he was in full sympathy with the "very excellent" proclamation of the Queen of the Netherlands. ferring to the possible\effects on the United States of the invasion of the Low Countries, the President remarked "A great many things are being studied."

Replying to questions, he said the German pledge at the outbreak of the war' not to bomb unfortified towns was being considered in the light of reported raids on such places.

Asked whether the "combat area" restrictions under the Neutrality Act might be extended to include the Dutch West or East Indies, Mr. Roosevelt replied that no such change was at present contemplated.
